Can't save tooling files, no fixes working

Hi
In quickturn 2d design it wont save changes to the tooling files. I have tried all the fixes, granting folder permissions, turning off folder control in windows security, running as admin, even the command line fix to remove all folder restrictions and nothing works. This is causing me a headache now, any ideas.
